Problem

Three persons have to figure out how to divide barrels with milk so that everybody gets a equal number of barrels and an equal amount of milk. There are twenty one barrels total. Seven of them are full of milk. Seven other barrels are half filled, and the remaining seven barrels are empty. Please help them to divide the barrels fairly.
